Thachankary case: Deadline extended to four months

The Central Administrative Tribunal (CAT) Ernakulam Bench, on Friday granted 4 more months of time to complete the inquiry against Inspector General of Police Tomin J Thachankary with regard to the disciplinary proceedings.

The Bench comprising Judicial member K B S Rajan and Administrative member K George Joseph passed the order while considering an application filed by the state government seeking additional time to complete the inquiry against Thachankary. The Bench had earlier directed the state to ensure that the disciplinary proceedings against Thachankary were completed and to promote him in accordance with the guidelines in four months. Appearing for the state, the government pleader M Rajeev submitted that certain documents which are necessary with respect to disciplinary proceedings have been called for from the Ministry of Home Affairs and other centres. The inquiry officer has requested copies of hotel records for his stay in Hotel Gulf Horizon and Hotel Ramada in Doha, the documents in support of his meeting with Renni Mathew and subsequent developments as mentioned in the letter of the Ministry of Home Affairs, and the inquiry report of NIA, supporting documents and its findings. The details have not yet been received from the Ministry despite reminders from the state government. The inquiry officer also informed that the details from NIA are essential to complete the probe against Thachankary. Hence 4 more months is essential, the pleader said.

The state also said that earnest efforts have been taken to ensure that the proceedings are completed at the earliest. The Chief Secretary of the state, who has recently taken charge, has been keenly monitoring cases including Thachankary’s, the state said.
