Vilappilsala still 'alive'

A good deal of proposals for solid waste management have found a place in the draft master plan envisaged for the capital for 2031. In the specific proposals, a two-pronged strategy has been adopted; to treat the garbage at sub-regional level and at individual level.

 Accordingly, under the sub-regional level, solid waste treatment plants with a capacity ranging from 15 to 35 tonnes are planned in every health circle, including the five added village panchayats. These are preferred in the market places.

 At the individual level, in all existing and proposed markets, there is a plan to treat the garbage generated in the markets there itself. In this way, plants at main markets, local markets, sub-markets, roadside markets and main zonal markets are intended. To tackle the garbage generated in  hotels, restaurants, flats/apartments and other major commercial establishments, solid waste treatment plants are proposed there too.

 In households, it is just another repetition of the current methods, establishing biogas plants and pipe-composts as per the availability of land.

 Yet, it has not left out the Vilappilsala plant. With technological change, a centralised non-biodegradable waste and e-waste treatment is planned there. Centralised waste treatment facility is proposed for managing biodegradable waste also. Two centralised biodegradable waste treatment plants are proposed near the quarries at Uliyazhathara and Thiruvallom. For the quarry near Moonnamoodu, a biodegradable waste/e-waste treatment plant is proposed.

 In the general proposals, a slew of proposals are mentioned and among them comes awareness programmes on the disadvantages of mismanagement of waste. To help economically weaker sections, a recycling industry generating livelihood for them is planned. To ease the financial burden of the Corporation, there is a plan to integrate rag-pickers.
