NEW DELHI: In a significant bureaucratic reshuffle, the Centre on Tuesday appointed Chanchal Kumar as Secretary in the Ministry of Information and Broadcasting (I&B) and Vir Vikram Yadav as Director General of the Directorate General of Civil Aviation (DGCA), with both officers assuming charge immediately.
Chanchal Kumar, a 1992-batch IAS officer of the Bihar cadre, moves from his current role as Secretary of the Ministry of Development of North Eastern Region (DoNER), replacing Sanjay Jaju, who has been reassigned to head DoNER. Vir Vikram Yadav, an Odisha cadre IAS officer, takes over as DGCA from Faiz Ahmed Kidwai, who will now serve as Additional Secretary in the Department of Personnel and Training .The reshuffle, approved by the Appointments Committee of the Cabinet (ACC), also covers several other key ministries and departments at the secretary, additional secretary, and director general levels.
Rohit Kansal, currently Additional Secretary in the Ministry of Textiles, has been appointed Secretary in the Department of Rural Development, reflecting the government’s focus on strengthening leadership in rural development initiatives. Bhuvnesh Kumar, Chief Executive Officer of the Unique Identification Authority of India (UIDAI), has been named Secretary in the Ministry of Tourism, while Srivatsa Krishna, the outgoing Tourism Secretary, moves to the Ministry of Minority Affairs. These appointments are part of a broader effort to ensure administrative continuity and support policy implementation across critical government functions.
At the additional secretary level, several officers have also been reassigned to key roles.
Sanjay Lohiya, currently Additional Secretary in the Ministry of Mines, has been appointed Special Secretary in the Department of Financial Services under the Finance Ministry and will take over as Secretary following superannuation of the incumbent, Nagaraju Maddirala, on May 31.
Diwakar Nath Mishra, presently Additional Secretary in the Department of Revenue under the Ministry of Finance, has been appointed Additional Secretary in the Ministry of Power. Mona K. Khandar has been posted as Additional Secretary in the Department of Social Justice and Empowerment, while Gyanendra D. Tripathi has been appointed Additional Secretary in the Department of Agricultural Research and Education and will also serve as Secretary of the Indian Council of Agricultural Research under the Ministry of Agriculture and Farmers’ Welfare.
Other appointments include Vishal Gagan as Secretary of the Central Information Commission, N Gulzar, currently Additional Secretary in the Department of Telecommunications, as Member Secretary of the NCR Planning Board in the rank of Additional Secretary, and Abhishek Singh, presently Director General of the National Informatics Centre, as Director General of the National Testing Agency under the Ministry of Education.
Narendra Bhooshan, a 1992-batch IAS officer of the Uttar Pradesh cadre, has been appointed Secretary in the Department of Land Resources, while Tejveer Singh, a 1994-batch IAS officer of the Punjab cadre, has been named Secretary in the Department of Chemicals and Petrochemicals, replacing Nivedita Shukla Verma, who has been reassigned as Secretary in the Department of Administrative Reforms and Public Grievances with additional charge of the Department of Pensions and Pensioners’ Welfare.
