Massive fire breaks out at Rajasthan refinery day before PM Modi’s inauguration visit

JAIPUR: A massive fire at an oil refinery in Rajasthan’s Balotra district on Monday afternoon has led to the postponement of its dedication programme by Prime Minister Narendra Modi, which was scheduled for Tuesday.

The entire refinery complex was evacuated after the fire suddenly erupted, triggering panic in the area.

With PM Modi scheduled to inaugurate the refinery on Tuesday, this incident has raised serious questions regarding the security arrangements and preparations in place.

The project is India’s first greenfield integrated refinery-cum-petrochemical complex and is considered crucial for the country’s energy sector.

The Ministry of Petroleum and Natural Gas announced on Monday evening that the dedication of the Pachpadra Refinery has been postponed following the fire, which broke out around 2 pm in the refinery’s Crude Distillation Unit (CDU).

In its tweet on X (formerly Twitter), the Ministry stated, “Due to an unfortunate fire incident today in the vicinity of the Crude Distillation Unit at the HRRL refinery, the scheduled dedication of the refinery by the Hon’ble Prime Minister on 21.04.2026 has been postponed. The fire has been brought under control. There are no reports of any casualties. An investigation has been initiated to ascertain the cause(s) of the incident and to undertake necessary remedial measures. A revised date for the dedication will be announced in due course.”

According to eyewitnesses, plumes of smoke rising from the refinery complex were visible from a considerable distance following the outbreak of the fire.

The blaze is reported to have originated in the refinery’s CDU, triggering alarm among the administration and officials. The intensity of the fire was such that, within moments, an atmosphere of chaos and panic gripped the entire area.

Teams from both the municipal fire department and the refinery’s internal fire brigade worked relentlessly to bring the fire under control.

A large number of fire tenders rushed to the scene, and operations to contain the fire commenced without delay. Reports indicate that security personnel and refinery employees were promptly evacuated to safe locations.

Till Monday evening, there were no reports of any casualties. The situation is being constantly monitored, and efforts are underway to bring the fire fully under control at the earliest.

While the exact cause of the fire has not yet been ascertained, the administration and a technical team on site are conducting a detailed investigation from all angles.

Relief and rescue operations are currently underway, and the administration is maintaining a close watch on the situation.

The incident is considered particularly grave given that the refinery’s inauguration ceremony by the Prime Minister was scheduled for Tuesday. In preparation for the event, the State Chief Secretary, V. Srinivas, had arrived in Pachpadra on Monday.

The refinery has an annual production capacity of 9 million metric tonnes. It is designed to refine 150,000 tonnes of crude oil extracted from the Barmer region, while the remaining crude oil requirements will be met through external sources.

The Rajasthan refinery, built at a cost of ₹79,450 crore, is considered one of India’s key energy projects.
