HYDERABAD: Chief Minister A Revanth Reddy on Saturday announced a 99-day statewide programme — ‘Praja Palana–Pragati Pranalika’ — aimed at taking welfare schemes, development works and public services closer to citizens. The drive will run from March 6 to June 12.

At a meeting with departmental secretaries and senior officials, Revanth directed that the programme be implemented from village to state level under a structured schedule. He asked departments to prepare and operationalise action plans immediately and instructed Chief Secretary K Ramakrishna Rao to design a logo and draw up a comprehensive calendar of activities for the 99-day period.

Revanth said decisions taken on files must translate into results on the ground and that the entire administrative machinery should function with the objective of delivering benefits directly to eligible citizens. Alongside clearance of pending files, departments and offices from village to state level will conduct sanitation and cleanliness drives. Officials were told to work in mission mode and treat each day of the 99-day period as critical. Revanth said he would personally review progress and warned that lapses would not be tolerated.

He directed officials to expand the use of technology in governance and further simplify delivery of schemes and services. Citizens, Revanth said, should be able to access services such as electricity connections, building permissions and water connections online without visiting government offices.Citing vehicle registration at showrooms as an example, he called for similar reforms across departments.

CM directs officials to focus on sector-wise growth

Applicants must be able to track the status of their files and applications.

To push digital reforms, he ordered the formation of a committee under senior IAS officer Jayesh Ranjan to submit a report within three weeks. Departments were instructed to complete office digitalisation and upgrade existing data servers to meet long-term requirements.

Revanth said welfare schemes must reach all eligible beneficiaries through technology-driven monitoring. Eligible landowners without housing should receive Indiramma housing benefits, he said, adding that ration card applications should remain open on a continuous basis.

On education and health, he said government schools must provide quality education comparable to private institutions. Telangana Public Schools will be launched in 100 mandals. He also called for reforms to improve services in government hospitals. Each IAS officer, he said, should design at least one notable programme within their department.

Under the Telangana Rising vision, the state will be divided into three zones — CURE, PURE and RARE — to strengthen the economy. Plans must be prepared for service-sector growth in the Core Urban Region. The peri-urban belt between the Outer Ring Road and the Regional Ring Road is to be developed as a manufacturing hub, he said, adding that officials must respond to changes in the services and manufacturing sectors.

The chief minister directed that comprehensive data on regular, outsourcing and contract employees be maintained by departmental secretaries. He also said government offices from mandal to state level should function from their own buildings and not rented premises, with proposals to be included in the budget.

Departments were asked to secure funds under centrally sponsored schemes and ensure optimal utilisation to obtain incentives.

Revanth said nearly `8 lakh crore investments had been attracted through the Telangana Rising Global Summit in Hyderabad, the World Economic Forum and foreign visits, and directed secretaries to ensure MoUs are implemented through continuous follow-up.

Stating that two years and nine months remain until the next elections, Revanth said the administration must move forward with clear direction and action plans. Officials should assess achievements, identify gaps and work to uphold public trust through effective governance.
