'Only 2 of 157 total ward works are up to mark'

Only one per cent of the total works taken up by BBMP in this financial year complies with quality standards, according to the civic body’s Quality Control Cell (QCC) report.

The report, a copy of which is  available with Express, states that only two works, out of the 157 works taken up by QCC for testing in this financial year so far, are up to the mark. This means 99 per cent of the works have not passed the quality test.

The status of the works taken up for testing in previous years are not different.

In 2011-12, of the 443 works taken up for testing, only 19 per cent works passed the quality test. In 2012-13, of the 193 works, only 16 per cent works were found to be quality works.

In the monthly BBMP Council meeting, Opposition leader Manjunath Reddy alleged, “The QCC is headed by the civic body’s Engineer-in-chief. Ward engineers have to visit construction sites and check the quality of materials, including cement and sand, used for construction works. They will collect the samples and test. Most of the materials used by contractors are sub-standard.”

Earlier, Reddy welcomed the decision of the ruling party to introduce a single window system for ward works, where all works across the city will be taken up at a time. He said BBMP has not yet paid crores of rupees to contractors in the last one-and-a-half years.

“If (they are) not paid, how can one expect them to participate in the new tender (process)?” he questioned.

Speaking to Express, Commissioner M Lakshminarayana said that he will issue a circular to all Chief engineers on Wednesday in this regard.

The Chief Engineers have to issue notice to the concerned contractors about quality work. For instance, in some of the roads, level of the asphalting is not maintained.

“These contractors have to level the road,” he said.

“We will also issue notice to the concerned officials who are in-charge of those works,” he added.

“In future, we will ensure that quality works undertaken,” he stated.
