CHENNAI: M Bhaskaran took charge as Vice-Chancellor of Tamil Nadu Open University (TNOU) on Thursday. He has held years of administrative positions in the Ministry of Agriculture, Government of India and has been involved in framing innovative seed policies, said a statement.
