KOCHI: The State Human Rights Commission slapped a fine of `25, 000 on a sub-inspector of the Special Branch for keeping a person in illegal custody for two days. Human Rights Commission chairman J B Koshy issued the order on a petition filed by Mathew Eppen, a native of Kalamassery, against Special Branch, Kochi, SI Ananthalal.
