NEW DELHI: The CWG scam is once again set to rock the UPA Government during the Budget session in March as the CVC is finalising a report, which includes the names and details of public officials and private contractors involved in committing ‘irregularities’ causing several crores of loss to the public exchequer.
The CVC report, likely to be made public at the end of this month, may create more trouble for Delhi Chief Minister Sheila Dikshit and Congress MP Suresh Kalmadi, former chief of CWG Organizing Committee (OC). It will also turn the heat on several senior bureaucrats, politicians and businessmen as the commission will recommend a CBI probe into its findings to fix criminal responsibilities.
According to the commission’s sources, the report will be different from the CAG audit report and Prime Minister Manmohan Singh-appointed Shunglu Committee report. The CVC has probed about 71 projects to fix responsibility of the public officials involved.
Majority of these projects were executed by the Delhi Government’s Public Works Department and the OC. Other agencies’ projects that have been examined are NDMC (New Delhi Municipal Corporation), MCD (Municipal Corporation Department), DDA (Delhi Development Authority) and CPWD (Central Public Works Department).
Mismanagement
The commission has found that there was a huge mismanagement in taxes paid by private companies involved in CWG projects, especially by foreign firms. It had calculated that the amount runs to the tune of `450 crore. The Income Tax (IT) authorities have already acknowledged that `380 crore of the `450 crore was unpaid taxes and it had served legal notices to the defaulting parties.
The commission has better advantage in probing CWG irregularities compared to the CAG or the Shunglu Committee as it had received several complaints from private contractors, politicians and whistle-blowers. These complainants have provided documentary evidence like bid documents, the prices quoted by different bidders etc.
Sources said that these documentary evidence had helped commission officials to identify culprits. Due to the large number of documentary evidence, the commission had established a special cell last year to make a detailed probe into alleged financial irregularities in the CWG projects.
