Common by-laws for autonomous government medical colleges soon

A common bylaw system will be implemented shortly to rein in anomalies and irregularities in autonomous government medical colleges in the state.

 Principal secretary of Department of Medical Education K S Prabhakar said: “The directors of some of these autonomous government medical colleges had recruited faculty and other staff according to the their whims, overriding the existing laws.

 Similarly, the individual college by-laws regarding the financial powers were amended to meet the personal needs of the directors of these colleges.

” Prabhakara said, “Each government college functioned according to the individual by-law and hence to bring in an uniformity in the rules and regulations of the 10 autonomous medical colleges, the common by-law will be introduced.

 It will be implemented in about a month’s time.

” The objective of the by-law is to have a common definition of the superintendent, role of the principal, definition of autonomy of financial powers, rules regarding the recruitment and appointment.

 The new law will mainly be applicable for administration and recruitment while the examination functions are controlled by Rajiv Gandhi University of Health Sciences.

 After a span of six years, for the first time a common bylaw system will hold these 10 colleges together on uniform grounds.

 The government is also aiming at controlling these colleges due to the financial support that is extended to it.

 Dr O S Siddappa, director of Bangalore Medical College and Research Institute, said, “The common by-law is a good step as the medical colleges from different districts will be have a stipulated set of rules to solve the issues that arise in the independent medical colleges.
