Karnataka: CAG raises objections to appointments at state-run universities

The state Higher Education Department has finally woken up after the objections raised by Comptroller and Auditor General of India (CAG) in a recent report about illegal appointments.

BENGALURU: The state Higher Education Department has finally woken up after the objections raised by Comptroller and Auditor General of India (CAG) in a recent report about illegal appointments of teaching staff at several state-run universities.

Following the objections, the department has sought a report from the respective universities about the recruitment of teaching staff.

As it is mentioned in the report, over 67 teaching staff at some of the state universities have been appointed illegally by violating UGC norms and over 924 teachers who don’t have PhD qualifications, are drawing UGC pay scale.

As per the report, University of Mysore, University of Mangalore, Hampi Kannada University and Kuvempu University have violated norms while appointing teachers. These universities did not constitute committees which would decide on promotions of teachers for the teaching post at the UGC scale.

The promotions were instead effected in an ad-hoc manner.  Karnataka University Dharwad has appointed 12 assistant professors, Rani Chennamma University has filled posts of 13 assistant professors,  Gulbarga university has filled Physical education assistant and Hampi Kannada University filled one Library assistant post violating  recruitment rules of UGC.

In total, over 924 teachers at various universities have been promoted to get UGC pay without having a PhD degree.
