Radical Shift to Online to Boost Industrial Growth

BHUBANESWAR: With a view to overcome delays and hold-ups that are hurting industrial development in the State, the Government is planning to do away with Task Forces and make a radical shift to online processes for industrial facilitation services.

Four high-level committees have been formed to revisit the procedures and existing sector-wise task force approach and devise a roadmap for ensuring complete ease of business as proclaimed by the Government.

The committees will submit their reports within two months and action would be immediately taken on their recommendations, Secretary, Industries, Sanjiv Chopra said here on Monday.

Chopra admitted that the current mechanisms for industry facilitation services have led to more delays in procedures for clearances and approvals due to clash of opinions and intent. The objective is to simplify, streamline and speed up the processes.

The new industrial policy is set to be unveiled within March and will address all such issues.

 “It will emphasise on reduction of physical interface between Government, entrepreneurs and industry to the minimum. Unlike the Industrial Policy of 2007 where operational guidelines were announced after around four years, this time both the new industrial policy and operational guidelines will be put in place at the same time,” he said.

 The Government has also started work on shifting a major chunk of procedures online. A web portal will soon be launched offering as many as 24 Government to Business (G2B) services online which will end a lot of hassles for entrepreneurs and industry in general.

The services will range from key certifications and approvals like registrations, pollution, building plans and construction, power and water.

The intent is to ensure that the single window system does not have multiple doors. Self-certification system for industries will be introduced to do away with contentious inspections, Chopra said.
