CHENNAI: The Madras High Court was told on Tuesday that the State had notified the Tamil Nadu Private Clinic Establishments (Regulation) Act, published it in the gazette on April 24, and came into force from June 1 last.

“This court appreciates the State government for having given effect to the Act passed in 1997, at least after two decades,” Justice N Kirubakaran sarcastically remarked.

The judge was passing further interim orders on a writ petition from the owner of a beauty parlour in Nungambakkam praying for a direction to the authorities concerned to remove the lock and seal owing to the death of one Santosh Kumar, a final-year MBBS student, on May 17, 2016, after undergoing hair transplantation at the clinic two days prior to his death on May 15. A case was registered and after conducting search and investigation of the premises on May 31 and based on the report dated June 1, the premises were locked. Hence, the present petition.

The court had directed the authorities to remove the lock and seal and the petitioner/tenant to hand over possession of the premises, after taking all the movables, to the landlord.
