Telangana, Andhra Pradesh governments to repatriate native state cadre employees in ‘equal number’

HYDERABAD: In what could be a real stumper to the state cadre employees of Andhra Pradesh (AP) and TS (Telangana), both the state governments are learnt to have decided to take back their native employees on the basis of ‘equal numbers’. 

The two governments have reached an agreement to this effect and orders will be issued soon. The subject may be discussed at a meeting of the chief secretaries of both the states to be held soon.

The decision will be a stumper to employees, especially the Grade IV employees of TS origin and the gazetted employees of AP origin. 


There has been a demand for the last three years that the employees of TS origin working in AP Secretariat should be brought back to TS. Likewise, TS employees have been demanding that gazetted employees of AP origin working in the TS Secretariat be sent back to Amaravati. The gazetted employees of TS expect that they will get promotions once the AP-origin employees are sent back to their native state.

However, AP and TS governments have reached an agreement only to take back their native employees on the basis of “equal numbers”. 


For example, as many as four employees of Grade IV cadre of AP origin are working in the TS Secretariat. But, around 800 TS-origin employees are working in AP Secretariat as Grade IV employees. 

Instead of taking all of them, AP and TS have decided to take them on the basis of equal numbers.

Accordingly, AP will take all its four employees from TS and Telangana will take back an “equal number” of employees, ie only four out of the 800 Grade IV employees working in AP Secretariat. 


When the Kamalanathan Committee bifurcated the state cadre employees between AP and TS, it gave them the option of choosing the state. Though TS-origin employees chose TS as their choice, due to lack of vacancies some of them were allotted to AP. The same is the case with AP-origin employees.

“We are preparing guidelines for sending some of the employees to their respective native states on the basis of ‘equal numbers’. There is no proposal as of now before AP to take back all the gazetted officers from TS. There is also no proposal from TS to take back all its Grade IV employees from AP,” an official said on condition of anonymity.
