Can a Governor hold back bills? Ex-Telangana Advocate General explains

In the recent session of the Telangana state assembly, eight bills were adopted and forwarded for Governors's assent. Of the eight, the governor gave her assent to only one bill – Telangana Goods and Services Tax (Amendment) Bill, 2022. In an extensive interview with TNIE reporter VV Balakrishna, the former Advocate-General of Telangana K Ramakrishna Reddy, comments on the do's and don'ts of both the Governor and the state government with respect to following protocols.
