CHENNAI: A Central Advisory Board of Education sub committee, constituted by the Ministry of Human Resource Development (MHRD), has recommended major changes to the ‘no detention policy’.


Section 16 of the Right of Children to Free and Compulsory Education Act, 2009, stipulates that no child admitted in a school should be held back in any class or expelled from school till the completion of elementary education.


The MHRD had earlier proposed to amend this section. Based on response from 23 States, the sub-panel had suggested five major recommendations that are under consideration, said Minister of State for HRD Upendra Kushwaha.
