BHUBANESWAR: Fiscal performance of the State by the end of November of the current financial year has shown an upward trend with simultaneous improvement in utilisation of budget allocation and revenue augmentation.
There was an overall increase of around 16 per cent in total budget utilisation November-end in current financial year against the corresponding period of last fiscal. Expenditure has been around Rs 28,384 crore against Rs 24,366 crore during the corresponding period of 2016. Utilisation of funds in the agriculture and allied sectors has gone up to Rs 6,619 crore by November.
According to Principal Secretary in the Finance Department TK Pandey, budget utilisation in social sector has been Rs 13,451 crore up to November-end this year compared to total spending of Rs 10,701 crore during the same period of last fiscal, which is an increase of around 26 per cent. Similarly, the budget utilisation in infrastructure building undertaken through the departments of Works, Housing and Urban Development, Rural Development and Energy has been Rs 6,579 crore with a growth of around 7 per cent over the last year.
Total revenue generation till November has also increased by around 23 per cent. The revenue generation during November 2016 was around Rs 18,027 crore which increased to around Rs 22,195 crore during the corresponding period in 2017. Own tax revenue grew by around 30 per cent with total collection of around Rs 17,726 crore and the non-tax revenue increased by around two per cent with total collection of Rs 4,469 crore.
Chief Secretary Aditya Prasad Padhi reviewed the revenue generation and budget utilisation at the all Secretaries meeting. Padhi directed all departments to expedite and ensure 100 per cent ground-level implementation of the Cabinet decisions and suggestions received from Collector’s workshop.
Development Commissioner R Balakrishnan suggested that a common database of the beneficiaries covered under various programmes being implemented through different departments should be prepared.
