Transform Andhra into zero-crime state with tech, CM Naidu tells officials

For public safety and crime prevention, Naidu proposed extending the Public Safety Act to include the collection of CCTV footage from shopping malls, theatres, and hotels during investigations.

VIJAYAWADA: Chief Minister Nara Chandrababu Naidu on Monday unveiled a comprehensive plan to transform Andhra Pradesh into a model State with zero crime by leveraging cutting-edge technology and data-driven governance.

Chairing a review meeting on Real-Time Governance (RTGS) at the Secretariat, Naidu directed officials to scale up CCTV surveillance, integrate drone monitoring, and adopt blockchain technology for securing revenue and public records.

“The State should become a national benchmark in crime monitoring,” Naidu asserted, instructing that all crime hotspots be identified and monitored round-the-clock using both government and private CCTV networks.

Taking a tough stand on individuals abusing political influence, he instructed officials to invoke the Public Safety Act where necessary and ensure strict action against repeat offenders. Public places such as malls, hotels, and theatres must share CCTV data for law enforcement, he added. He reviewed the progress of the proposed Drone City at Orvakallu and emphasised wider deployment of drones and AI-driven analytics for monitoring and service delivery. He also called for real-time tracking of groundwater levels, reservoir inflows, and flood discharges.

He emphasised scientific flood management by ordering the swift restoration of groundwater monitoring systems and calling for real-time tracking of reservoir data. Officials reported near-full capacity across major reservoirs due to heavy inflows.

In coastal areas, Naidu directed that vital INCOIS (Indian National Centre for Ocean Information Services) data on sea waves and fishing zones be shared with local communities. He also called for early warning systems in lightning-prone regions.

To streamline welfare delivery, departments were told to align beneficiary data with RTGS and fix discrepancies.

Highlighting citizen engagement, Naidu noted that 517 services are available through WhatsApp Governance, but urged officials to make them more user-friendly. The Chief Minister stressed integration of department databases through a centralised data lake and reaffirmed the government’s goal of a poverty-free Andhra Pradesh by 2029 under the P4 (Public-Private-People Partnership for Progress) framework.

Senior officials, including Chief Secretary K Vijayanand and IT Secretary Bhaskar Katamneni, attended the review meeting.
