Road safety authority Bill gets Council okay after long debate

The Karnataka State Road Safety Authority Bill-2017, aimed at formulating effective road safety policies and implementing projects, programmes and schemes relating to road safety, was passed.

BELAGAVI: The Karnataka State Road Safety Authority Bill-2017, aimed at formulating effective road safety policies and implementing projects, programmes and schemes relating to road safety, was passed by the Legislative Council on Thursday.Transport Minister H M Revanna tabled the Bill which was passed after a long debate. The minister said the funds for road safety will be generated from issuing Smart Cards, increasing vehicle lifetime tax and fines for traffic violations.

Pointing out that the state was ranked fourth in road traffic accidents last year, he said the funds collected will be used to upgrade trauma centres, develop accident-prone spots, etc.
Installation of speed governors on heavy vehicles, scientific humps on roads, awards for those who attend to accident victims are among other plans to reduce accidents, he said.

During the debate, independent member Basavaraj Patil Yatnal said speed and negligent driving were the prime reasons for accidents. Many families have lost their children in accidents caused due to rash and negligence driving. He also suggested to make obtaining driving certificate compulsorily from motor driving schools to get a driver’s licence.

BJP senior member Ramchandregowda said police should be allowed to cancel the licence on the spot if people are found driving in a rash manner.Tara Anuradha proposed installing cellphone jammers on road as many accidents occur while the driver is talking on the phone.
