E -stamping facility: Draft Ordinance to be Promulgated

THIRUVANANTHAPURAM:  The Cabinet on Wednesday decided to  ask the Governor to recommend the promulgation of the draft ordinance for amending the   Kerala stamp Paper Act, 1959, to provide e-stamping facility for document registration. 

Chief Minister Oommen Chandy said that this facility would be provided along with the existing system of using stamp papers. 

The state annual budget for 2013 -14 had   announced that state would implement the e-stamping facility for document registration. Steps have been completed to implement the facility, he said.

In the Kerala Stamp Act, 1959, there was no provision to use e-stamp facility. Amendment to the Act is necessary to launch the facility at a sub-registrar office as a pilot project.

Kerala State Welfare Board (KSWB) for lottery agents and sellers will be the only first distributor of lottery tickets. The board will be entrusted with the responsibilty of  collecting the service tax from the agents and sub-agents and remit it with the Lottery Department. It will have the responsibility to collect the taxes from the day on which a notification in this regard will be issued. The board will also be allowed to avail the service of a chartered accountant explicitly for this purpose.
