Government revokes order curbing Onam festivities in schools

KOCHI: After its order imposing restrictions on Onam celebrations in schools snowballed into a controversy, the government withdrew the order on Friday evening.

The order, issued by the Directorate of Higher Secondary Education (DHSE) late on Thursday, directed  that students should wear school uniform during Onam celebrations held in schools. The order came at a time when the government imposed restrictions on Onam celebrations at government offices during working hours. "There are chances that the two orders will be read together, creating confusion and unnecessary controversy," said a source, explaining the reason for the hasty withdrawal.   The circular was taken back following the intervention of Education Minister C Raveendranath, noticing widespread criticism from various quarters including Left-lenient teachers unions.

The circular issued by the Joint Director (Academic) had asked the authorities concerned to ensure that school discipline is not violated during the conduct of Onam celebration and the related programmes.   Justifying the circular, DHSE Director M S Jaya had earlier told 'Express' that there were several reports stating that celebrations were affecting the healthy atmosphere of schools. "It was found that students spend huge amounts for such  celebrations. So, strict guidelines should be set while granting permission for such activities," she had said.

The circular had stipulated that Onam celebrations be organised in schools without affecting examinations and extra-curricular activities. "Uniform should be compulsory for the programmes," it stated. When asked about the insistence on dress code, Jaya had said there were instances of students wearing outfits which are unsuitable for the Indian culture.   Prior permission of the principal is required for using special dress for programmes.

The circular also banned extensive fund collection under the guise of organising various programmes, and urged school authorities to avoid spending too much on festivals. "A full working day should not be used for the Onam celebration. Involvement of members of the Parent Teachers Association (PTA) and the School Management Committee (SMC) in the programmes should be ensured,” the circular had stated.

Higher Secondary School Teachers Association state president M Radhakrishnan had earlier criticised the order saying it was as good as an order prohibiting Onam celebrations.

“The celebrations won’t affect school examinations, as they are usually conducted after the examinations. The celebrations are usually conducted on the day when schools close for vacation. It is not possible to organise  celebrations without using study hours,” he said.
