KSBCDC and SNDP Yogam misappropriated funds: Vigilance Bureau tells HC

KOCHI: Vigilance and Anti-Corruption Bureau on Monday informed the Kerala High Court that SNDP Yogam has received an amount of Rs 15.85 crores from Kerala State Backward Classes Development Corporation (KSBCDC) for disbursing loan amount to poor among backward classes through Self Help Group (SHG) between 2003 and 2014. But, the availed fund was misappropriated and misutilised by the accused persons in the micro-finance scam case.

VACB made the submission on the appeal filed by the accused persons-Vellappally Nadesan, MN Soman and KK Mahesan who are the General Secretary,SNDP Yogam, President,Yogam and Micro Finance Co-ordinator respectively challenging the FIR against them. M Najeeb and Dileepkumar, who were the then Managing Directors of KSBCDC, are the fourth and fifth accused respectively.

VACB said that the inquiry clearly proved that there is conspiracy between the accused and the public servants. KSBCDC sanctioned loan amount to SNDP Yogam for disbursing it to the poor among backward classes in Self Help Group (SHG) groups. But in most cases the loan amount was not disbursed to Self Help Groups. Without disbursing the loan amount, forged utilisation certificate submitted before KSBCDC and the availed fund was misappropriated. The utilisation list itself also forged. It cited that the utilisation certificate in respect of loan distributed in 2004, the list itself is seen forged. In the list of Kumaranasan, Nanuguru and Vayalvaram SHG, the names of same person's were duplicated and included in the list.

According to VACB, even though SNDP Yogam was lacking the prescribed qualification to select as an NGO the selection was motivated by the conspiracy. There are material evidence available to establish the commission of the offence against Vellappally and others.

VACB registered First Information Report (FIR) against the Yogam office bearers based on the complaint filed by former opposition leader VS Achuthanandan.
