ROURKELA: CISF head constable Naresh Kumar was probably under duress and overtime duty forced him to act in a fatal way. Kumar, a guard at the Rourkela Steel Plant, suddenly opened fire yesterday resulting in the death of his senior, Sub-Inspector C S Mishra. Later, he shot himself dead. Three persons, including a woman CISF constable, were critically injured.

Police are yet to reach a definite conclusion on what prompted Kumar to open fire. Unofficial sources said Kumar, who was on overtime duty, was chided by the Sub-Inspector for leaving the gate briefly. It is under verification what prompted the errant head constable to open 30-40 rounds of indiscriminate firing from his rifle, Rourkela SP Santosh Bala said.

The incident took place at Hirakud gate of the RSP between 5 pm and 5.10 pm. Reports said the constable suddenly went berserk and started firing in all directions.

In the meele, Mishra was killed and the woman CISF personnel, Janab Biwi, was injured.

A transport operator, Binod Prasad, and an employee of a private firm, Pravakar Prasad, were also injured.

Doctors at Ispat General Hospital (IGH) today declared the conditions of Binod and Pravakar as stable, but Janab Biwi, who received a bullet in the belly, is still under observation.

Preliminary investigation revealed the constable emptied one magazine and then loaded another to shoot himself in the head.

Patna-based Inspector General of CISF for Eastern Sector Sunil Roy will be coming here for an inquiry.
