BHUBANESHWAR: Fiscal performance of the State by end of November of the current financial year has shown an upward trend with the simultaneous improvement in utilization of budget allocation and revenue augmentation.
There was an overall increase of around 16 percent in total budget utilisation by end of November in current financial year as against the corresponding period of last financial year. Expenditure by November, 2017 has been around Rs 28384 crore against Rs 24,366 crore during the corresponding period during 2016. Utilisation of funds in the agriculture and allied sectors has gone upto Rs 6619 crore by November, 2017.
According to principal secretary in the finance department TK Pandey, budget utilization in social sector has been Rs 13451 crore upto November end this year compared to total spending of Rs 10701 crore during the same period of last financial year, which is an increase of around 26 percent. Similarly, the budget utilization in infrastructure building undertaken through the departments of Works, Housing and Urban Development, Rural Development and Energy upto November end has been Rs 6579 crore upto November 2017 with a growth of around 7 percent over the last year.
Total revenue generation till November, 2017 has also increased by around 23 percent. Revenue generation during the last financial year upto November end was around Rs 18027 crore which increased to around Rs 22195 crore during the corresponding period in 2017. Own Tax revenue grew by around 30 percent with total collection of around Rs 17726 crore and the non-tax revenue increased by around two percent with total collection of Rs 4469 crore.
Chief secretary Aditya Prasad Padhi reviewed the revenue generation and budget utilisation at the all secretaries meeting. Padhi directed all departments to expedite and ensure 100 percent ground level implementation of the cabinet decisions and suggestions received from Collector’s workshop.
Development Commissioner R Balakrishnan suggested that a common database of the beneficiaries covered under various programmes being implemented through different departments should be prepared.
