92 lakh voters face notices as ECI publishes draft rolls

HYDERABAD: Over 92 lakh electors are set to receive notices from the Election Commission of India (ECI) during the next stage of the ongoing Special Intensive Revision (SIR), following the publication of the draft electoral rolls in Telangana on Monday.

The draft rolls were released by Telangana Chief Electoral Officer (CEO) C Sudarshan Reddy and have been published for all 119 Assembly constituencies in the state.

The notices will cover 60.5 lakh electors identified with anomalies and another 32.36 lakh electors who could not be mapped to the 2002 electoral rolls.

The maximum number of notices is likely to be issued in Hyderabad district, officials said.

The anomalies identified during the revision include an age gap of less than 15 years between a voter and a parent, an age gap of more than 50 years between a voter and a parent, an age gap of less than 40 years with grandparents, six or more voters mapped to a single person in the previous SIR list and a gap of less than nine months between siblings, among other categories.

Electors receiving notices over anomalies will have to establish their relationship with the person whose details were used for mapping to the 2002 SIR list and submit the prescribed documents.

Those identified as unmapped will also receive notices through Booth Level Officers (BLOs).

The claims and objections period will continue until September 16, 2026. Genuine electors whose names do not figure in the draft rolls can seek inclusion, while electors can also seek correction of details or file objections to wrongful inclusion.

The disposal of claims and objections, including completion of the prescribed notice process, will be taken up from August 17 to October 15. The final electoral rolls are scheduled to be published on October 19.

In Hyderabad district, of the 47,36,669 electors, 27,95,225 (59.01%) have been digitised, while 6,72,678 (24.07%) have been categorised as anomalies and 5,80,908 (20.78%) as unmapped.

Sudarshan Reddy said that, as of August 10, 2026, Telangana had 3,38,26,448 electors, of whom 2,64,87,213, or 78.30%, had submitted their enumeration forms during the enumeration phase. The remaining 21.70% were classified as Absent, Shifted, Dead/Deleted and Duplicate (ASDD) electors.

Of the ASDD electors, 9,22,229 (2.73%) were identified as deceased, 57,46,803 (16.99%) as Permanently Shifted/Absent/Others and 6,70,203 (1.98%) as enrolled at multiple places in the electoral roll.

Sudarshan Reddy said BLOs either did not find these electors or did not receive their enumeration forms because they had become electors in other states or union territories, could not be found at the given address, had not submitted the forms by August 10 or were unwilling to register as electors.

In Hyderabad district, of the 47,36,669 electors, 27,95,225 (59.01%) have been digitised, while 6,72,678 (24.07%) have been categorised as anomalies and 5,80,908 (20.78%) as unmapped. Another 19,41,444 (40.99%) have been classified as ASDD, including 1,56,392 deceased, 2,99,850 untraceable, 13,45,333 permanently shifted, 40,605 in the Others category and 99,264 duplicate entries.

In Medchal district, of the 29,79,130 electors, 19,07,564 (64.03%) have been digitised, 3,34,252 (17.52%) categorised as anomalies and 10,72,599 (56.23%) as unmapped. A total of 10,71,566 (35.97%) have been classified as ASDD.

In Rangareddy district, of the 36,99,743 electors, 24,12,652 (65.21%) have been digitised, 5,60,201 (23.22%) categorised as anomalies and 6,72,979 (27.89%) as unmapped. A total of 12,87,091 (34.79%) have been classified as ASDD.

With 92 lakh notices to be issued, the CEO’s office will write to the ECI seeking additional Assistant Electoral Registration Officers (AEROs), Sudarshan Reddy said.

There are currently 892 AEROs for the SIR exercise and another 500-plus would be required to complete the process within the stipulated time. The CEO said publication of the draft roll was not the end of the process and that electors whose names did not figure in the draft roll would have an opportunity to submit claims and objections.

He said no entry would be deleted from the draft electoral roll without issuing notice, conducting an inquiry and providing a fair and reasonable opportunity to the person concerned. The ERO or AERO would have to pass a speaking order in each such case.

Appeals against an ERO’s decision can be filed before the District Election Officer within 15 days of the order. A further appeal can be filed before the Chief Electoral Officer within 30 days of the DEO’s order.

The draft electoral rolls can be checked through the Chief Electoral Officer, Telangana website, the ECINET mobile application and the ECI’s Voters’ Service Portal.
