BANGALORE: The cash-strapped Bruhat Bangalore Mahanagara Palike was preparing to asphalt roads which were laid three months back at Gandhinagar constituency, according to a report by the Technical Vigilance Cell under the Commissioner (TVCC).
The report was released to the media here on Tuesday by BJP councillor N R Ramesh.
Ramesh alleged that Minister Dinesh Gundurao, who is also MLA from Gandhinagar, is involved in this issue.
According to the report, in May 2014, six major roads in the constituency were asphalted at a cost of `4.99 crore. But, just after two months, BBMP west zone engineers prepared an action plan under emergency works for these roads and got approval.
As it was considered emergency works, they even recommended giving the work to the Karnataka Road Infrastructure Development Limited (KRIDL) without calling a tender, the report stated.
TVCC officials found these roads in good condition which do not need asphalting and recommended action against the engineers. The report also pointed out that for a single work, officials were trying to show two bills.
The Assistant Engineer, Assistant Executive Engineer and Executive Engineer of Gandhinagar sub-division were responsible for the fraud, the report said.
The action plan report submitted by the engineers stated that the roads were dug up by BWSSB to construct drains to houses.
However, during inspection, TVCC officials did not find any digging.
Also, since these roads are commercial roads, there are no houses, the report pointed out.
It can be recalled that in 2011, when Siddaiah was BBMP commissioner, TVCC had unearthed a `1,539 crore bogus bill scam in Gandhinagar, Malleswaram and Rajarajeshwarinagar divisions.
Following a complaint by Siddiah, the Bangalore Metropolitan Task Force (BMTF) police arrested the Executive Engineer of Gandhinagar division.
Meanwhile, in November 2011, a fire broke out in the third floor of the BBMP building which had housed a BMFT document room. This had raised suspicious and the state government ordered a CID probe into the alleged scam as well the fire accident. It is still under investigation.
