The Greater Hyderabad Municipal Corporation’s annual budget for 2013-14 with an outlay of Rs 3,800 crore was approved by the general body at a specially-convened meeting held Monday, and sent it to the government for approval.
The TDP and BJP expressed their dissent alleging that the budget, presented by mayor, did not contain the proposals made by them.
Listing several projects, schemes, programmes and policies being implemented by the GHMC for improvement of civic amenities, he described the Greater Hyderabad Development Programme and the Slum-free Hyderabad Project as prestigious.
“Though taxes have not been raised, the property tax collection is expected to go up to Rs 950 crore next year by bringing all un-assessed properties into the tax net, unearthing under-assessment and change of use by property owners and recovery of dues from defaulters.”
Proper tax assessment and collection will also lead to greater collection of property tax on state government’s and service charges on central government’s properties. The state hovernment was requested to make a provision for GHMC in the state budget in respect of property tax on state government’s properties in GHMC area, he said.
Revenue
An amount of Rs 770 crore is expected from the Assigned Revenues. Of that, Rs 300 crore will be in the form of Profession Tax, Rs 60 crore as motor vehicle tax compensation, Rs 360 crore as surcharge on stamp duty and Rs 42 crore as entertainment tax. The GHMC also aims to collect Rs 60 crore by way of D&O trade licence fee by public health department. The collections from fees and user charges including advertisement from the town planning department are estimated at Rs 797.75 crore mainly from building permit fees, building development charges, betterment charges, etc.
Under government grants, the GHMC will get Rs 962.58 crore including Rs 195 crore under JNNURM, Rs 150 crore under MMTS Phase-II, Rs 375 crore under HMR, Rs 135.81 crore from finance commission and Rs 100 crore under Rajiv Awas Yojana (RAY).
Expendirue
The GHMC will spend Rs 246.42 crore under Greater Hyderabad Development Plan for construction of flyovers, widening of roads and development of junctions.
Rs 2,271 crore has been allocated under capital expenditure including Rs 471.85 crore towards land and land improvement, Rs 187 core for buildings, bridges, flyovers, subways, roads and pavements, Rs 431.20 crore for storm water drains, Rs 180 crore for water supply, Rs 50 crore for sewerage, Rs 44 crore for streetlighting and Rs 664.65 crore for housing.
GHMC has allocated Rs 190 crore for MMTS Phase-II, Rs 60.85 crore for Green Hyderabad. For roads Rs 664.95 crore has been earmarked. For poverty alleviation programmes Rs 985 crore has been earmarked. This includes Rs 195 crore for housing Basic Service For Urban Poor (BSUP), Rs 100 crore for housing under RAY and Rs 690 crore from general funds.
