Earlier, the House witnessed uproar as Home Minister Amit Shah introduced three contentious Bills—the Constitution (130th Amendment) Bill, the Government of Union Territories (Amendment) Bill, and the Jammu and Kashmir Reorganisation (Amendment) Bill—amid Opposition protests over federalism concerns.
Despite chaotic scenes, including paper being thrown at Shah, the Lok Sabha approved a resolution to refer the Bills to a Joint Committee of Parliament. Meanwhile, proceedings in both Houses remained disrupted due to the Opposition’s demand for a debate on Bihar’s Special Intensive Revision of electoral rolls.

AIMIM MP Asaduddin Owaisi on Wednesday strongly opposed the Bills introduced in the Lok Sabha, alleging that the government was attempting to create a “police state.” He compared the proposals to the Gestapo, Nazi Germany’s secret police, warning that democracy would not survive if the Bills became law.
The Bills stipulate that if the Prime Minister, Chief Ministers, or Ministers of States and Union Territories are arrested and kept in custody for 30 consecutive days on charges carrying a punishment of five years or more, they shall be removed from office on the 31st day. The order of removal would be issued by the President in case of the Prime Minister, the Governor for Chief Ministers, the Chief Minister for State Ministers, and the Lieutenant-Governor for Union Territory Chief Ministers.
After a round of noisy Opposition protests, the Chair called on Leader of Opposition Mallikarjun Kharge to speak. Kharge sought to raise the issue of alleged “vote theft” in Bihar’s Special Intensive Revision of electoral rolls, but the Chair ruled that nothing beyond the Bill under discussion would go on record.
As protests grew louder, the Chair urged members to maintain decorum, remarking, “You are walking out, that is also a part of democracy. Nothing wrong in it. But while going out also, you should maintain decorum.”
With sloganeering subsiding, Union Minister Dharmendra Pradhan resumed his speech on the Indian Institutes of Management (Amendment) Bill, 2025. While Kharge was barred from going beyond the Bill’s scope, Pradhan went on to refer to the recent deletion of social media posts by a CSDS psephologist.

The Rajya Sabha on Wednesday passed The Indian Institutes of Management (Amendment) Bill, 2025, which provides for the establishment of a new IIM in Guwahati, Assam. The Bill had received Lok Sabha’s approval on Tuesday.

The Joint Committee of Parliament, to which the three Bills introduced by Union Home Minister Amit Shah have been referred, will comprise 21 members from the Rajya Sabha and 10 from the Lok Sabha, as appointed by the Chairman.
The Committee has been tasked with submitting its report by the last day of the first week of the next session.
Lok Sabha reconvened with Opposition members pressing for a discussion on the Special Intensive Revision (SIR) of electoral rolls. Speaker Om Birla urged them to cooperate in taking up the Online Gaming Bill, noting, “We have consensus in the House on how many lives have been destroyed. The legislation is being brought to address those loopholes.”
The Lok Sabha later passed the Promotion and Regulation of Online Gaming Bill, 2025.
