Pranab Might Refer Telangana Bill Anytime Now

It is certain that the T bill will be referred to the State Assembly by President Pranab Mukherjee only after he returns from South Africa. This could be either Wednesday/Thursday or even a little later.

In what is being described as normal practice, Pranab Mukherjee is understood to have referred the bill to a former law secretary for his legal opinion. Interestingly, both Telangana and Seemandhra leaders seem to be of the view that a few provisions of the bill are legally untenable and could easily be struck down by courts.

What course the President adopts needs to be seen. One view is that on obtaining legal opinion, he may send the bill back to the Cabinet for appropriate changes and only then,  refer it to the State Assembly. The other view is that he may send the draft bill to the Assembly and incorporate the legal opinion when he sends it back for legislation to the Cabinet after it is returned from the Assembly. The business advisory committee, meanwhile, is meeting Wednesday to decide the agenda for the Assembly session.
