Going by the National Crime Record Bureau’s (NCRB) India Crime-2012, it seems women and children continue to be unsafe in the city. According to the statistics, there is an increase in assault on women with an intention to outrage the modesty, and also a sharp rise in kidnapping of women and children.
The India Crime-2012 says that the country witnessed three rape cases every one hour (2.84 as per NCRB) and 273 cases under the IPC.
While Karnataka registered 619 cases of rape, Bangalore had 90 cases.
This, compared to last year (97 cases) is no indication that cases of rape have come down. Further, age-wise dissection of rape cases suggest that city has witnessed 46 cases of rape (18-30 years); 23 cases (14-18) and percentage of contribution to entire country is 2.98 per cent. In 2011, the city had registered a total of 206 cases of abductions of women and children while this number rose to 433 in 2012, with a 110 per cent variation. Similarly, cases of assault on women with intention to outrage the modesty was 250 in 2011, which shot to 321 cases in 2012.
In another category, number of cases pertaining to insult to the modesty of women, city witnessed 51 cases in 2012 as against to 40 cases in 2011. Cases of cruelty by husband and relatives have increased from 458 cases in 2011 to 524 cases in 2012 with a 14.4 per cent variation. According to the Crime India statistics, 53 mega cities have contributed to 36,622 cases of crime against women out of 2,44,270 cases reported in the country.
The proportion of IPC crimes against women under the IPC too has increased over the last five years, from 8.9 per cent in 2008 to 9.4 per cent in 2012.
Adding to this, Delhi accounted for 14.2 per cent of total such crimes followed by Bangalore (6.2 per cent which is 2,263 cases) and Kolkata (5.7 per cent).
“Statistics too play a part, but perception of the people is also important. Bangalore is still much sought after city because of safety. The police functioning is much better than any other city in the country,” said Kamal Panth, Additional Commissioner of Police (Law and Order).
