HYDERABAD: With no funds available to take up developmental works in urban areas of the state, the department of municipal administration and urban development (MAUD) proposes to improve the revenues of cash-strapped urban local bodies by taking up a GIS-based survey to improve property tax collection by 37 ULBs.
The proposal was made following the successful pilot project carried out by the commissioner and director of municipal administration (CDMA) in which eight selected ULBs have shown improvement in the collection of property tax by 25 to 45 per cent through geographic information system (GIS) in one revenue ward each.
The GIS-based survey will commence on June 13 with the constitution of special teams and the process will be completed by the end of September. Collection of tax as per the revised data will be taken up from the second half of the financial year, ie, from October 1.
The municipal administration department has decided to implement it in all ULBs in a phased manner.
In the first phase, it will be taken up in 37 ULBs (old e-Suvidha ULBs) whose GIS maps are ready (except Warangal).
The 37 ULBs include Gadwal, Mahbubnagar, Narayanapet and Wanaparthy (Mahbubnagar district); Medak, Sadasivapet, Sangareddy, Siddipet and Zaheerabad (Medak district); Bhongir, Nalgonda, Miryalguda and Suryapet (Nalgonda district); and Bodhan, Kamareddy and Nizamabad (Nizamabad district); Tandur and Vikarabad (Rangareddy district); Adilabad, Bellampally, Bhainsa, Kaghaznagar, Mancherial, Mandamarri and Nirmal (Adilabad district); Jagityal, Karimnagar, Korutla, Metpalli, Ramagundam and Sircilla (Karimnagar district); Khammam, Kothagudem, Palvancha, Sattupalli, Yellandu (Khammam district); and Jangaon (Warangal district).
Municipal officials told Express that CED would provide GIS-based maps of properties in all the wards of ULBs in PDF format to the commissioners and revenue officers by allocating a unique number for each property.
The commissioner will identify the field staff as per the requirement for completion of the entire survey in 90 days. A format will be provided for collection of survey data on the entire town for identification of under-assessed and un-assessed GIS-based maps property tax survey.
The CDMA will utilise the services of technical students, employees working and allocate and constitute the teams for conducting the survey.
The teams will carry out 25 assessments per day so as to complete the survey work in 90 days. The ward-wise data available now with e-Suvidha will be passed on by e-Suvidha to the ULBs.
The ULBs commissioners will provide survey formats, measurement tapes etc, duly providing a copy of the particular ward map with the unique number assigned by the CED for easy identification of the properties on field for conducting survey.
The teams conducting the survey will collect a data of measurements, usage, age of building, etc. on daily basis in the prescribed format. The information will be compiled on a daily basis.
