HYDERABAD: Chief Minister A Revanth Reddy on Wednesday announced a 12-point plan to resolve land-related problems arising from Section 22-A of the Registration Act, covering pending registrations, assigned lands, layouts and properties covered by government schemes.
Listing the measures in the Assembly, Revanth said new guidelines would be issued for regularisation of lands under the Urban Land Ceiling Act, covering both pending and fresh applications. Regularisation and registration would be taken up simultaneously.
For layouts approved by HMDA, GHMC and DTCP, a mechanism would be put in place to examine pending registrations and resolve them within a week.
Lands in the Singareni coal belt would be examined by a district-level committee and pattas issued wherever applicable.
For lands covered by GO 59, a committee would clear 1,22,280 applications for which conveyance deeds have been issued, while the remaining 18,590 pending applications would be considered under a new mechanism.
All pending transactions in LB Nagar would be resolved within a stipulated timeframe, with cleared properties exempted from Section 22-A, he said.
Assigned lands, governed by the Telangana Assigned Lands (Prohibition of Transfers) Act, 1977, would be legally examined after consultations, Revanth said.
Land-pooling scheme to develop housing for poor
The government would examine Indiramma houses built on state land using public funds, considering the beneficiaries are from the poorest sections. Houses built on poor families’ land would be allowed to be sold after a five-year lock-in period. Owners of private patta lands with unpaid NALA charges could sell them after paying the charges, stamp duty and registration fees.
A new regularisation mechanism would be formulated for layouts and colonies, including unofficial layouts, on government land. A committee would be constituted within 30 days to resolve freehold land issues in Secunderabad.
A land-pooling scheme would develop housing for poor and backward sections using freedom fighter, assigned and Bhoodan lands.
