Kerala IT is all set to make rapid strides in M-Governance by enabling its citizens to avail of a slew of government services on their mobile phones. The novel initiative is based on the fact that mobile phone penetration in Kerala is one of the largest in the country, with over 3.5 million mobile phones, far exceeding its population of 3 crore.

By introducing M-Governance, citizens could access any government service on a 24x7 basis through their mobile phones, putting an end to the need to languish in various government offices. “Citizens exposed to access  government services through their mobile phones could be a radical but real experience in Kerala,’’ says Principal Secretary of IT Department P H Kurian.

Project M-Governance, currently being implemented by the Kerala State IT Mission (KSITM), is the first of its kind comprehensive project undertaken anywhere in the country. M-services of various government departments and organisations functioning under them are enabled through an integrated service delivery infrastructure platform in a plug-and-play style, under the project. KSITM is the nodal agency for implementing M-Governance in Kerala, with M/s MobME Wireless as implementing agency for mobile and Service Providers.

The three channels of mobile communication (voice, signaling and data) and a wide range of technologies (voice applications, applications using signaling channel and data service based applications) are being used for this purpose. The Common Mobile Service Delivery Platform can be leveraged by departments for m-powering their services which include setting up of services for SMS, MMS, Voice and IVR platform. The focus is to build a centralised platform into which the services/solutions for each and every Department can be integrated. So far, 35 services have been ensured for the general public, under the project.

About 110 e-SMS accounts have been created and are in use by various government departments for inter-departmental and outward communication through mobile technology.   To access the services under various government departments and other organisations under it, the general public could type the short code 537252. For instance, citizens who wish to find the bus timings of long distance routes of KSRTC schedules can pass a message to 537252 in the prescribed format (KSRTC space starting point space destination point) for getting the information.

SMS-based complaint registration system of the Kerala Women’s Commission (KWC); live Results of Kerala Engineering/Medical Entrance Examinations through the short code 537252; SMS-based Information System for Motor
